Only 3.97Gb of ram is usable out of my 8gb

Hi i recently found out that only 3.97Gb of my 8 is being used. Can someone help me plz

Power Supply - Corsair Builder Series CX500 High Performance 80 plus
Processor - AMD FX-4100 3.6GHz (3.8GHz Turbo) 8MB Cache Quad-Core
Motherboard - MSI 970A-g46 970GX AM3+ SATA 6Gb/s USB 3.0
Memory - Corsair Vengeance 8GB DDR3 1600Mhz High Performance RAM
HDD - 1TB Seagate 7200RPM
Graphics Card - MSI Twin Frozr GTX 660 2Gb 192bit DDR5 Overclocked card
Operating system is Windows 8 pro 64bit

Are you using 64 bit windows or not ?
If you are using 32 bit windows then you need to install 64 bit version
32 bit windows do not address more than 4gb(3.5gb) of ram and the rest of it is reserved by system.

yes i am using 64bit windows i checked it

Have you checked your bios to make sure your timings and voltages are correct? Does your bios recognize the 8gb stick?

Try putting in your memory one DIMM at a time. There bay be some errors on a stick and the bios is disabling that memory to prevent errors from making it non-operational.
