Question Only CS:GO is Stuttering

Hey guys,

When playing CS:GO I run into many issues:

1. Game micro stutters when mouse is doing a fast 180* turn.
2. When game opens it has stutters for about 4 minutes before it almost "warms up"
3. Game can freeze for about 3 seconds when shot or bullets or nades explode.
4. random stutters when moving.

I have tried EVERYTHING... I even bought a new GPU...
All temps are fine, I reset windows, reset and updated all drivers., anti virus check, game bar disabled, windows power mode changed.

Note, for some reason my CPU auto sets itself to 1.4v (Have to manually undervolt, thought this was the issue but doesnt change anything)

My specs are
STRIX 1080ti 11gb
Ryzen 5 3600 (Happens at both 3.6ghz and 4)
32gb 3000mhz ram
SSD (On same directory as windows)
TX 650m.

Any help would be appreciated
