Only getting 25FPS on GTA V with MSI Radeon RX 580 4GB

It plays ok, but for some reason it drops frames a lot normally is at 90 to 110 fps before i got a new motherboard. Now it jumps between 20-60 FPS. It randomly drops from 45 to 30 every 20 seconds.

AMD Ryzen 5 1400
ASUS ROG Strix B350 F Gaming Mobo

XPG Adata Z1 Ram 8GB

I forgot to mention on the %memory usage that search engines like Google & Firefox are big memory hogs. If those are running it will push up the % memory usage. So you may want to shut those down while gaming. That will help with system resources.
I would check your game settings first. Is Vsync on for example? Are the other game settings set the same as before?

Also the 144 Hz monitor will drop your frame rates some as well.

But you should know that the frame rates will vary with the complexity of the display. It is normal for the frame rates to fluctuate. I would check the Task Manager to see what applications are running. Isolate applications using extra memory % or CPU % usage. Then go to the Task Manager Start Up menu. Go down the list of applications and highlight those with medium and high impact on start up (not system or necessary applications), then use the disable button at the bottom of the page. The do the same for applications that you don't use often. Note that this doesn't delete the applications, it just stops them from running constantly in the background.

Then reevaluate the performance.
 


I have already done all that. I normally run the game on Very High to Ultra with no problems or noticible lag. I used to mod gta so it shouldnt be acting this way. PC is idle right now and i have 5% CPU Usage and 34% Memory usage. Is that normal?
 


The 34 % memory usage at idle is very high. Under load you are almost certainly at 100 % usage. Reduce your applications running in the background. But the situation is that you need more than 8GB of RAM.

You can help some by increasing the virtual memory. Search Windows for "performance", select "adjust appearance and performance". Then under Advanced, select Change Virtual Memory. Then select Custom and your system drive. Set the minimum to 10,000 MB and maximum to 15,000 MB. You can do the same for other drives (if you have them).
