only google chrome works????

Got a call from my brother in laws mom tonight....nothing in windows 10 works except google chrome. She can only open google chrome, an can access the internet. But absolutely nothing on her desktop will respond, she has to hold the power button down to turn off or reboot. Its an Acer laptop (don't have a model number at the moment)

Maybe a virus? But i dunno
