Anyway, I accidentally killed someone in Terrino. Is there any way to
make the inhabitants peaceful again so that I can get the village
dungeon quest?

Well the easiest way is to start a new character ... and as far as I know
it's the only one possible. Sorry.

But you may try to talk to the elder anyway (quite dangerous though), I
made a quick test and he assigned the quest after the alarm was rung.

Aye, there is no way to calm the town down - but most of the important
guys will still talk to you even as they attack you. Kelly should still
summon the trident even if hostile, and other quests can still probably
be assigned. I think the druid will also still give you cure corruptions
in exchange for the appropriate corpses if hostile. The fool should give
you only potions of sickness or poison while hostile, but he may still
give you the full gambit; I think it depends on how you make him hostile.

umm, ok. When I talk the elder he says "Ye hast spoilt the peace of
our village!" and attacks me. I don't recall having an alarm rung so
I'm not sure when I killed whoever it was I killed. Would a scroll of
peace help the situation?

Interesting side note: Tywat still accepts corpses and still gives me
money but says "Feel da hand of law!" and attacks me.

Any other ideas?
