Opening multiple internet explorer windows

Is there a configuration setting that can be set to allow multiple windows to be open at the same time, in Windows 7 Professional with the current updates.
Right now it overwrites the current page with the new one.

No, its just how you access the short cut. I've actually forgot how I've been doing it, but try to right click the shortcut and then select open instead of a double click. It's as simple as that. Or select from the start menu, not the shortcut.

You should be able to right click on it, and choose open in new window.

If your mouse has a 3rd button (middle or wheel), that will usually open a new tab.

Right-click the link -> Open in new window or Open in new tab.
