Optical drive malfunction? (Code 19 ERROR)

Hi,
I am in need of an optical drive (amazing I know...) but my optical drive just would not run. It was an IHAS which was getting an error (Code 19) in device manager:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

Tried replacing the drive after failed attempts at driver re-install. Now I run a Samsung writemaster which has the identical error. Anyone know how to solve this?

Using Windows 7.
