Question Optiplex 3060 thermal throttling

Hello every one need help I have Optiplex 3060 with gtx 1060 the issue is my cpu is thermal throttling it hits 90degrees celcius
The CPU fan and exhaust fan won't even bother to speed up they just work at 400 rpms even at 80 degrees I can't use my pc cuz it's thermal throttling and shutdown

Yep used dual SATA to 6 pin

Yep it works fine as long as I don't burden the CPU

I didn't unplug the fans what if I change both CPU fan and system fan will I be able to use a software
