This past week I built my first ever computer. Well my friend did anyways I've managed to get everything hooked up. I'm having problems installing my Windows 8.1 OEM everytime I try I get to this screen that says reboot and select (I forget the rest but hopefully you know what I'm talking about.). Yes I have hit a button and everytime it pops up with the same message right under the old one. My motherboard is a MSI 970. Yes my boot order has UEFI CD/DVD first then UEFI hard disk. I've also tried the default settings. I have made it where it is only UEFI and not UEFI+Legacy. I've looked a lot over Google and these forums and nothing that helps.

Solution
Looks like you're on the wrong BIOS page.. to the right it says PCI, PCI-X and PCI-Express Settings.. you have to look in SATA drive Controllers. For more detailed information go to the MSI 970 Gaming product page and download the PDF user manual, and in the manual search the index for BIOS - Setup, click the tittle to scroll down and see the images and text on the SATA controller settings. That's on page 3 - 8 and the BIOS image of where you can access the settings in on page 3 - 6

Are you installing Windows from a disk or a USB drive? If you're installing it from a disk for the first time, go into the BIOS, change the boot order to CD/DVD first then restart. It should boot from the install disk. All you do is follow the directions and it does the rest (sets the partition and installs the system files). I am not sure where you're having problems. How far into the installation are you getting? Do you get past the first part where Windows "loads the necessary files?"

Yes I am using a disc and I have tried having the CD/DVD first but it doesn't work, and I haven't even gotten anywhere with the installation because everytime I hit a button another reboot and select another boot pops up. I've changed my boot option many times with no success.

This means the BIOS is not detecting the DVD drive... on a new system the cause is probably the BIOS SATA Controller setting. If you have it in "SATA" it will not detect SATA drives while drivers are not yet installed. You need to try the AHCI setting and see if that helps.

Which button is that? and which message under the old one?. Do you mean the boot menu selection key?.. and what message under which one? Clarifying this part may not be necessary if the AHCI setting works, but if it doesn't please do.

Try setting the BIOS SATA controller in AHCI mode. The cause is fully explained here.

You can also tap boot menu key (usually F12) defined in the BIOS post to have the boot menu screen popup where you can select the proper boot device even without changing the boot device order.

Seems like it doesn't detect the optical drive (which is what reads the install disk). Go into your BIOS and check under the "advanced" tab for connected devices. On the list you should see your hard drive, floppy drive (if you have one), and the DVD drive. Post a picture of your BIOS under the connected devices so we can see what it looks like. If your CD/DVD drive isn't detected, then that is your problem. Like Chicano said, it's possible that because there's no drivers for the SATA controller(s), it won't detect the drive. Checking the SATA setting and making sure it's in AHCI/Native mode would be a good step to take. The only other issue I can think of is your install disk is bad. Any time the BIOS tells you to select a device and reboot, it's saying that what it's looking for isn't there, whether a drive or an actual file that's preventing it from booting.

Yeah I now see what you mean.. that BIOS message means the DVD is not being detected... See if changing the SATA controller settings work. Another option is setting the SATA controller in IDE mode IDE Legacy.. this works better than AHCi.

Also tap the F12 key to bring up the boot device menu, select the DVD and press Enter firmly... pressing it twice in rapid succession sometimes works better.

Ok here is the advanced settings you told to go to, but I don't see where you are talking about. Image from http://images.anandtech.com/doci/8907/MSI%20970G%20BIOS%2005%20-%20Advanced.jpg. Note this the specs above is not mine I simply pulled this picture because it looks exactly what mine looks like in its advanced settings.
