OS Migrating Help

I have recently purchased an SSD as an upgrade for my laptop, and the plan is to move the OS over while keeping all my other files on the old hardrive. The issue that I am running into is that the cloning/migrating software is trying to move all the contents onto the SSD since the OS does not have its own partition. Is there a way to move just Windows 10 to the SSD as a boot drive? Or is there a way to partition the existing drive to separate the OS from the rest of the files?
 
Two choices: 1) clone the whole HDD to the SSD - if everything will fit on to the SSD. Reformat the HDD and move the files back to the HDD. 2) Do a clean install of Windows to the SSD. Reinstall programs to the SSD. Then, remove Windows and programs from the HDD.
