Toshiba Satellite c55d-b5310 with Windows 8.1 or I should say had windows 8.1 64bit
My friend formatted the drive, Now it will not read a windows 7 disk nor a Windows 8.1 disk nor a Flash drive with windows 8.1. I have tried to use the Boot manager on all 3 with no luck on installing an os or resetting the partition. is there any other way to correct this issue or should I try using the Lan to install a partition?

First You should update your Bios. and then use this awesome application that doesn't need any windown installation to create partition. and that is. http://www.ultimatebootcd.com/

It will also create a mini window for you to manage things. I suggestion you to make partition with is software if you are not familiar with DOS prompt.

Once you have install window then you should try http://standaloneinstaller.com/download-partition-doctor to recover your data.

In case you had some data stored on that drive, it would be a good idea to scan it with some software tool.(before overwriting the drive further) You may be able to recover at least some of the data.
As the laptop won't boot up now, you will need to use either a DOS tool or you will need to attach the drive as a secondary one to a working system and run an OS based data recovery tool.

What do you mean by not read? Are these devices recognized by BIOS. Make sure you adjust your boot order, so you can boot from the flash drive first, let's say.

I found my answer on YouTube. I had to go into the advanced configuration settings in my bios and change my boot mode from UEFI to CSM then format my drive then change it back to UEFI to install the new OS. The computer would not boot from the CD/DVD nor the USB flash drive.

The drive was formatted by my client trying to restore the windows 8.1 os. Nothing was left to restore. I had to completely format the drive and reinstall windows 8.1 64 bit. its a shame Tech support is a Pay to Play with no help outside of search the internet if you want answers. I found several boot commands from F2, f12, C, and 0 as boot commands to access the computer. but the reference in the youtube video did mention about changing the boot configuration which I found by chance in a 3 day search for my answer.

Your suggestion would not work since the laptop would not read from boot. I used Microsoft Windows 7 and it would not even read that. The settings with in the bios prevented the computer from reading the CD/DVD and/or flash drive to boot from. in the end I had to change the advanced options of the bios to get the computer to read any boot device. The drive had been formatted. No OS to boot from. The computer would only open to the splash screen and to the Master Boot Menu and Bios. No Dos Prompt.

Best advice on 3rd party programs like what you mention. Don't use them. Use OEM firmware only for best results.
