I upgraded the BIOS on my Asrock X470 Master SLI/ac motherboard from P1.90 to P4.30 to fix a RAM speed issue. It worked, but now two of my fans intermittently go from normal to a faster speed then back down again. The update gave me full speed on my RAM sticks. I was getting half speed with P1.90. Asrock Tech Support replied:

Please update to the latest BIOS 10.31 to verify if it can fix the problem.
If the problem persists, please help provide your fan model name and your steps for us to check this problem.
If you used the 3-pin fan, please adjust fan mode to DC mode to try.

Using H/W Monitor in the BIOS, I tried DC mode, which doesn't do anything. I don't want to upgrade the BIOS anymore. He mentioned in another ticket that I would need to do a fresh install of Windows for the latest version and I always worry about getting new problems.

Has anyone had fan speed issues with their Asrock motherboard? Thank you kindly.

Once you update BIOS it's restored to defaults which may not fit your particular fan setup. Windows, unless you use some fan control program, have nothing to do with them so no need to update them.
What you need to do is to first find which fans are 3 or 4 pin and in BIOS set each header accordingly unless there is an auto option. 3pin are DC mode and 4pin PWM mode. Then you can set custom speed curves for each. As for windows, just install latest chipset drivers. PS. Fan speed is tied up to temperatures of particular part, so if they change, so will fan speed.
