Question out of video memory trying to allocate a rendering resource.

Hey all, I've been running into a pretty consistent problem with games that are running on the unreal engine. for example, the most recent. Stalker 2, I would boot the game from the pc game pass and before I can even get to the "compiling shader" screen it'll either BSOD, crash, or pop this message before or during the shader compilation:

"Out of video memory trying to allocate a rendering resource. make sure your video card has the minimum required memory, try lowering the resolution and/or closing other applications that are running. exiting..."

after a bunch of research, I can't figure out what the issue could be, I don't have this problem with any other games that are physically demanding, I ran the monster hunter demo just fine on ultra settings, but I've tried what it says but nothing other than Staker is running I've lowered the resolution as far as it could go but nothing seems to help. I've tried reinstalling, verifying the filles. It also doesn't help that I'm pretty illiterate when it comes to this stuff, but any advice would be more than appreciated

CPU: AMD Ryzen 9 3900X 12-Core Processor, 3793 MHz, 12 Core(s), 24 Logical Processor(s)
GPU: NVIDIA GeForce RTX 4070
RAM: 32GB
