I am having this same problem.
If you have found a resolution, please advise.
This problem exists for many. I have been through dozens of posts elsewhere trying to find a resolution.
Checking the settings is definitely a great first step.
My situation is:
Outlook 2007 on Windows 7.
Just moved to new laptop. Brought ".pst" file over.
The e-mail send is intermittent.
But, many times you might send (5) emails; But they will remain in the outbox unsent. Eventually you get an error code 0x8004210b cannot connect to smtp server. But, only intermittently. If the mails sit there long enough (hours) they eventually go.

checked settings (several times) tried secure (995 and 587 ports) which we can use. Then tried normal ports (110 and 25).
Tried outlook in safe mode - no joy.
Tried Office diagnostics - nothing.
Checked network settings - also confirmed access to network and internet. Browsing fine. Pings to smtp,mail and pop servers good.
