Go to Tools > Options
Click on Mail Setup tab
Click on E-mail Accounts ... button
Select View or change existing e-mail accounts
Click on the Next button
Select account you are having problems with
Click the Change button
Verify the information indicated
If necessary click on the More Settings ... button
Click on the Advance tab
Verify the server port numbers

You need to check with your email provider as to what the correct data is.

Well, clearly you havent or this would be working....basically you need to point Outlook to the mail server and authenticate yourself.

follow the instructions from your service provider - some webmail sites do not allow you to use Outlook without paying extra.

I am having this same problem.
If you have found a resolution, please advise.

This problem exists for many. I have been through dozens of posts elsewhere trying to find a resolution.

Checking the settings is definitely a great first step.

My situation is:
Outlook 2007 on Windows 7.
Just moved to new laptop. Brought ".pst" file over.
The e-mail send is intermittent.
But, many times you might send (5) emails; But they will remain in the outbox unsent. Eventually you get an error code 0x8004210b cannot connect to smtp server. But, only intermittently. If the mails sit there long enough (hours) they eventually go.
--
checked settings (several times) tried secure (995 and 587 ports) which we can use. Then tried normal ports (110 and 25).
Tried outlook in safe mode - no joy.
Tried Office diagnostics - nothing.
Checked network settings - also confirmed access to network and internet. Browsing fine. Pings to smtp,mail and pop servers good.

I have found a solution to this problem, at least in my case. Maybe this will help you.
After several weeks of troubleshooting and reading forums, I finally found what works.
Fact: In some networks Windows 7 (and Vista by the way), will not send emails.
In my case we had a laptop that would not send from the users office.
But, when I brought it back to my office it worked.

I read several forum entries where a home user updated their router firmware and then were able to send email using Windows 7.

Theory: Windows 7 (and Vista) have settings that are incompatible with certain older routers (or router settings).
I have a Cisco 1711 router at the problem location.

My Solution: I found this in another forum. I will paste a link below to give credit.
The solution for me was to change the "autotuninglevel" to disabled.
To do that I used netsh as follows:
netsh interface tcp set global autotuninglevel=disabled
