Over 100% Maximum Fequency on CPU, but only 10% usage.

After a VERY short while of using my PC, the CPU frequncy can reach 116%, but only 7-10% usage. This causes my PC to stutter and become very laggy for anywhere between 3 seconds and 10 seconds. This can happen twice in one minute or twice in one hour - it is completely random.

I don't even have to be doing anything strenuous.. I might be listening to music with nothing else going and it will happen, or I could be dual screening two games and it's fine.

At first I though it was my HDD, I replaced this and was fine for a few days, then it just went back to stuttering again, I have had this PC for about 18 months, and it started happening just after the warranty ran out. Any ideads?

sounds like your overheating. can you monitor your temps for a while?

Thanks for the quick reply.

I've been monitoring my temps for a few months now, CPU sits between 40-43'c idle and no higher that 64'c while gaming.
