I currently have an older computer and I'm looking to upgrade my system part by part to gain processing speed and the ability to do 3D modelling with Revit 2016, and play games at high level graphics.....All at a low cost.. of course.

Current set up:
CPU: AMB Phenom X4 9500 Quad Core
Motherboard: ECS Netle3 2.1 GHz
RAM: 2x2gb DDR2 Micron Tech. PC2-6400 (400MHz) & 2x1gb DDR2 Samsung PC2-6400 (400MHz)
GPU: EVGA GeForce GTX 275

I have a 650W power supply. I'm not sure what else I can supply.

A couple questions I have:
1. Will this motherboard support DDR3 RAM?
2. Can I replace the 2x1GB ram with 2x4GB ram and run 12GB ram. Or does the 2x2GB ram I have need replacing as well. (basically, are 2 sticks DDR2 and 2 sticks DDR3 compatible)
3. I'm looking into the GTX 760 GPU or a GTX 960, with what I've found to be an $80 price difference, is there much difference between the cards?
4. If I upgrade the RAM and GPU for now and keep the same CPU/MoBo, will I see drastic changes or do I need to upgrade these immediately?

You need to upgrade all three parts. Your motherboard does not support DDR3 RAM, your processor cannot fit in new AMD motherboards, and your graphics card is too old. How much are you willing to spend for all three, if you can?

I'd like to keep it under $500, 400 if possible, but after spending all day looking at products, I think 500 is reasonable.

Best build I could think of, The 8320E should give you good rendering times in programs with good hyperthreading utilization and the 950 should be able to play games at decent settings at 1080P.
