Noctua NH-15 Cromax.black
Aorus RTX 2070 Super
seasonic prime titanium 750W
Nvme WD black 500 Gb
various samsung ssd

Solution
There are some good Overclocking guides on Youtube which I recommend you review.
Only Overclock using your Bios which is done once your system is fully stable at stock frequency and default settings.
I do not recommend Automatic Overclocking from within an app in windows.
Keep your Overclock simple until you are familiar and confident with the more advanced features of Bios.

Do not attempt a high Overclock in one go rather you should do it in 200MHz steps then stress test.
For advanced OC options. do not make arbitrary changes in Bios without knowing the consequence. Google is your friend here.

If your system fails to post you should look at your QCODE Led and determine where the fault is. Post will not advance till the issue is...

Here is a good vid by JJ from ROG:

and one from a different perspective however same principles apply.

The 5800x should be capable of 4.7-4.8GHz all core OC @1.375V on the core.
There is not much Overhead frequency beyond the turbo boost frequency and using a 240mm - 280mm AIO water cooler. The Noctua will not cope at 5.0GHz under full load for any extended periods.
Ensure your Bios and chipset are up to date before Overclocking.

CH Hero's are focused on the liquid nitrogen overclocking market so that makes them pretty complicated boards, with a ton of options that aren't really necessary for conventional overclocking.

But they are also part of Asus' ROG (Republic of Gamers) line. ROG has very active forums with many posts dedicated to CHVII's and overclocking in general.
