Overclock = better minimum frame rate?

For example, Intel Core i5-4670K overclocked to 4.4GHz would give better minimum frame rate? Also, LinusTechTips tested on some benchmark with Windows 7 vs Windows 8 and overclocked both Intel Core i5-3570K and AMD FX-8350 and Windows 8 gave about 15 frames per second better minimum frame rate in Windows 8 and 10 frames per second lover average frame rate (If that's true, I should get something like 40-60 frames per second instead of, let's say, 25-70).

Yes but it depends on the game. If the game is GPU intensive, as long as the CPU doesn't choke the GPU, you won't need to overclock.

And then you have the other way around. If you got a good CPU oveclock but a bad GPU, your FPS will choke.
So what is your gear and what games you want to play.
If it's planetside 2, framerate are worse with AMD than Intel because it's been optimized on intel system.

Battlefield 3 Windows 7 = 45-90
Battlefield 3 Windows 8 = 60-80
I can't believe that for CPU intensive games like Battlefield 3 has a more constant frame rate on Windows 8. It's always better to have a higher minimum frame rate and a lower average frame rate, so the frame rate feels smooth and almost always constant, that's what I like about Windows 8!

My friend tested the game with this gaming computer, I love him for doing this test! He tested in on both Windows 7 and Windows 8, the frame rate in Windows 8 feels ultra smooth, while on Windows 7 the frame rate drops often, Windows 8 rocks!
