Overclock CPU Voltage Fluctuations (It wont stop fluctuating no matter what i do)

My build;
-Intel Core i7‑7700K
-ASUS ROG Maximus IX Hero LGA1151 DDR4 DP HDMI M.2 USB 3.1 ATX Motherboard
-Hydro Series H100i Extreme Performance CPU Cooler

I have my LLC to 1, because that was the only time i could get my Voltage to around where i put it into the bios on HW Monitor (it still fluctuates like crazy but at least it is at around 1.3V), however when i put it to 1, my Vcore went to 1.280.

What should I do? Seeing my voltage fluctuate in HW Monitor makes me iffy and makes me feel like if it inst set at the voltage i set in the bios then there is no point in continuing until i fix it to where it is steady at the voltage that i set.
 
It's normal to have voltage fluctuation even if you manually set the voltage, since there are slight variation on CPU core loads.
Also take in consideration that monitoring apps aren't 100% accurate.
For complete accuracy, you'd need to measure voltage at the board. There is a
Some apps might report the requested voltage by CPU but not the actual voltage delivered.

Ok so now that i know that its okay for it to fluctuate like that, should i keep the settings to what i have them at in the bios or should i change them now that i know its okay for them to fluctuate? What would you change personally in what i put in the bios?

Idk to me seeing it fluctuate super low then to what i put it at is just a big red flag to me but if it really doesn't matter then i will continue to overclock and up or lower the volts until stable and tweaked perfectly. (and go off of what the bios says and not HW Monitor)

Ok going to run a prime 95 for a bit (2 hours) and after that game on it and if anything i will lower or raise the voltage if needed, as far as LLC im going to keep it at 5, im still not completely sure about it but that is what a lot of people recommended when i researched.

Ended up running Prime 95 for around 4 hours, then gamed on it for 2 and a half hours, then after ran a RealBench stress test for an hour, then another follow up stress test for just 15 min. 4.8 GHz at 1.3 V LLC set at 5, lets hope this stays as stable as it did today.
