Question overclock seems successful but runs at 3100mhz under stress test

yeah i have this old pc with amd a8 9600 cpu in it and a b350 pro vdh mobo, im trying to overclock it and looked successful coz in hardware monitor and cpuz, the max clock says 3.8ghz but when i stress test it, it only runs at 3.1ghz and says 100% usage. i dont know what i did wrong here, i only changed the multiplier to 38 and cpu voltage to 1.275v. at first i thought it's thermal throttling but the cpu temp is only at 45-50c. i dont know if i did something wrong or did it conflict with msi command center app coz it happened to me once before or what happened. i just set it back to its default to try look it up but i couldnt find anything similar to this, im so confused

Maybe your VRMs are hitting a temp threshold?
In HWiNFO64 scroll down to the "Performance Limit Reasons" in the sensors section when it downclocks to 3.1Ghz and see if anything got triggered there.
