I've managed to get 4.40GHz (stable) with 1.44volts with the stock cooler.. i think stew is right, and you have a bad chip.. try contact amd?

4.4ghz on a stock cooler???!!! are u mad i hope u not sticking at this speed with just the stock cooler or ull have no cpu left........
