Intel core i3 2100 @ 3.1Ghz

I have an ASUS motherboard but when I get into the BIOS all the OCing options are grayed out. I have never OC'd before, but does the processor have to be unlocked somehow? Do I have to do a BIOS update from my PC's manufacturer? How long does a CPU coolers heatsink take to warm up? How much of a performance boost can I expect at 4Ghz? It is possible to liquid cool right now, but I've been wanting to use my red LED fan cooler as it does have 6 heat pipes.

That cpu is locked. You can't overclock it, or unlock it.
Intel has a separate segment for unlocked cpus, marked with a 'K' at the end of the model number. A 'Z' series motherboard is also required to overclock a K cpu.

Technically I did once almost sort of overclock a Core 2 Duo, when was this enforced, that intel CPU's are locked? Also, the 2100 does not have a k on the end.

Edit: Oh wow, I read that wrong. Thanks for the information.
