Overclocking and PSU

Hello I am getting new gaming pc in about 20 days.
I want to have FX 8300 and R9 390 with Gigabyte GA 990FXA UD3.
My cpu cooler is CoolerMaster Hyper 212.
What clock can i get ?? I would like 4,5GHZ if possible.
My PSU right now is Forton Hyper 700W. Is it enough or do I need better ?
Do you have some suggestions to change something ?

I am on tight budget so i will prefer cheap components.

Think of at least a be Quiet! Dark Rock, ID-Cooling FI-REEX; try to step up to a Thermalright Archon, Thermaltake Frio 14, Noctua NH-D14 / NH-D15, Phanteks PH-TC14 or a liquid-based CoolerMaster Nepton 240.

For multiple monitors, R9-390 is indeed the better choice, but it will not able to run many games at decent framerates (a 3x1080p setup needs quite some graphics power, a CF setup is a must for pushing 45-60Fps). If you plan to add later a second card for a CF setup, you'll need a much better PSU, in the 1000W range.

With the Hyper 212? It's a matter of luck and depends of the particular CPU you'll get; a safe bet is 4 - 4,2 GHz on all cores (not going over 65C at full load).

Decent PSU, but an overclocked FX + R9-390 system can bring it to its knees. Try to find a single-rail PSU, such as Fortron Raider 750W or SeaSonic SSR-750RM (recommended). Provide a link with your preferred retailer, maybe there are some other choices.

If you're on a tight budget, go for a R9-290; except for the 8GB video memory (useless for 1080p/1200p/1440p gaming) and minor tweaks regarding power consumption, the 390 is not bringing any other improvements (basically it's the same graphics chip as found in 290/290X cards).
 


Ok i will get better PSU, btw what cooler can you suggest me to get on stable 4.5GHz ??
R9 390 is just okay for me, I am getting triple 1080p monitors.
