Overclocking G3258 on H81M-E33

Hiya, just got a new system up and running for my grandad. I've used the G3258 with an MSI H81M-E33 board, using the Raijintek Aidos Black cooler. The cooler is roughly equivalent to a Hyper 212 Evo, in case anyone was wondering.

How should I attempt overclocking this chip? I'm hoping to hit 4.5GHz. So far, I've gone into the BIOS and set the multiplier to 40 and the core voltage to 1.050V, but it seems to have taken no effect. When I'm running a Prime95 blent test, the CPU still doesn't clock higher than 3200MHz.

So, have I done something wrong?

Whenever I run any overclock, I get same issue. It seems like it's going to load windows but the 3 balls for Windows start up never come up. You only see windows words then it immediately goes to bios start up again then will say run repair or start windows normally.
