SO im overclocking my i5 7600k. I set the multiplayer to 4.8 and the voltage to 1.25v. (also tried 5.0 @ 1.365v)
When I load desktop and run CPU-Z, It shows its running at x42 multiplyer. Whats the deal? What am i missing here? Speccy shows same thing, 42

Try downloading and running CPUID Hardware Monitor. It shows the clocks in real time, whereas CPU-Z is more than likely just reading you back stats that it's pulling from your BIOS, since as Jwpanz said, your CPU auto-boosts to 4.2 GHz, so CPU-Z is just reading that back to you.

Whereas Hardware Monitor, will tell you the frequency it's running at in real time, so if you boot it up, it'll tell you moment by moment what frequency it's running...

so i downloaded this and its showing ~4209 MHz so it looks like it is capping it. any suggestions

Sounds like it's being limited by something else then. Is your BIOS fully updated? I'm not 100%, but I do feel like it's the BIOS for some reason. Is the BIOS saving these settings for overclocking?

Also, have you tried running it at load? Try running something like Prime95, or just something very CPU intensive, to see if it goes past 4.2.

Oh and make sure you have your power settings set to "High performance" as well just in case, as the power settings might limit it on lower settings.
