My PC specs

CPU: i7 6700 3.4hz non k
Cooler: NOCTUA NH-U14S
GPU: gigabyte gtx 1060 OC xtreme gaming 6gb
Memory: HyperX FURY 16GB DDR4 2400MHz
Motherboard: Gigabyte GA-Z170X-Gaming 3
Power supply: Corsair 650W Active PFC Modular 80+ Gold CS650M PSU

Can i overclock the cpu? and given the above specs would overclocking the cpu make a difference regarding fps in gaming?

Solution
I tend to stick to reviews and tests from sources with known and reliable testing methodologies like Tom's, Guru3d, Anandtech, etc. For example, see this review of the i7-6700k compared to prior generations of the i7 all the way back to Sandy Bridge on a GTX 980 (comparable to the GTX 1060): http://www.anandtech.com/show/9483/intel-skylake-review-6700k-6600k-ddr4-ddr3-ipc-6th-generation/16

There is almost no difference except in one or two titles, even when looking at 5 year-old processors. Some titles like Arma 3 you will see an improvement, but in no way is a 6700 bottlenecking a GTX 1060.
You will have to get a specific BIOS for your board for a Sky-OC: http://overclocking.guide/intel-skylake-non-k-overclocking-bios-list/

Your mileage may vary as to the efficiacy of the overclock and the improvement in performance. A lot depends on the games you want to play. However it is very likely that you are going to be GPU bound is most titles with a GTX 1060 so it won't make much difference.

Actually i saw differences in fps on (gigabyte gtx 1060 xtreme gaming) benchmark videos where different cpus have been used, this made me think that the i7 6700 cpu is bottleneck for the gpu. I'm a new to PC gaming and I didn't even get my PC yet! i'm supposed to receive it tomorrow. And for now i cannot modify the order to replace the i7 6700 with i7 6700k.

performance of gigabyte gtx 1060 xtreme gaming
The average fps in GTA 5 74.5 on 1440p, 54.1 on far cry primal and 53.9 on rise of the tomb rider
for 1080p GTA5 116.1, far cry primal 80.1 and rise of the tomb rider 82.8

Note: I also ordered AOC g2460pqu 144hz monitor to be able to play with higher fps in case of upgrading my GPU in the near future.
