Question Overclocking my Xeon X3440 on P7H55M-LX (Need Help)

Hello, I need help overclocking my CPU like 3.4ghz is enough for me.
My CPU is X3440
and my MOBO is P7H55M-LX

This is my settings:
I change the BCLK to 180, then set the rest to auto.
Disabled C-State Tech
Disabled TurboMode Tech
also disabled meltdown and spectre protection

then when I run, I can reach on 3.4ghz but it is up and down, it reach to 3.4ghz and 1.6ghz back to back...

when 3.4ghz

and when 1.6ghz

I need help guys

This is my BIOS what it's look like

BIOS -> Advanced

BIOS -> Advanced -> Jumpfree Configuration

BIOS -> Advanced -> CPU Configuration

Sorry I'm still newbie. Didn't know meaning of these settings, just followed some on the youtubers but they have different motherboard, I only changed what I only has... Really need help.
