What motherboard does the P4 come with? OEM motherboards rarely allow OCing unless if it was factory OC'ed.

You can try your luck with some old but increasingly difficult to find overclocking programs for older boards. OEM boards can overclock but only in software with a compatible utility that can properly detect the on board clock generator but still limited to FSB only.
