Soooooo heres the story. I wanted to overclock my card (sapphire r9 280) a bit more, so I tried it at 1100 mhz. This seemed stable and the card still ran cool enough at around 70 degrees, and there were no crashes on heaven after a while of testing, so i went to reinstall bf4 to test that (I had it uninstalled for about a week), and I got worse performance on the test range. I usually get in the 80's or 90's, but now i get around 45. Also, gpu usage is only at around 50%, but temps are still fine and the card isnt downclocking. Due to these reasons, I logically assumed that something was wrong with my overclock, I put the card back to the default settings, but I still get that same exact issue. I have also tried updating my drivers, but that hasn't improved the situation either. Did I damage my card or something?? Please help!!!!

i didnt realize it deleted the user.cfg when you uninstalled the game, noob mistake, the game runs fine now
