What's the common temperature for AMD Athlon Th-bird to work properly? Is the over heating over 70 degree Celcius will cause permanent damage for the CPU? if not how high is it?

It depends on the clock speed. But, AMD designed Athlons to run at 90C for a short period of time. I am NOT saying it's safe to run the processor at 90C because it will cause serious damage. Typically, anything over 60C is getting a little too hot and could cause damage.
