Overvoltage Error. Really need help

my bios is showing me that the 5v rail is getting 7v. I tried clearing the cmos and checked if all the motherboard connections were made properly.
my rig:
gtx 1070
i5 7500k
16 gb ddr4 hyperxfury
corsair rx750
Asus h270m plus

if there is a hardware issue ,then is it with the motherboard or psu?

I'd check the voltage out put from the power supply with a DVM. The easiest way is to find the old school hard drive power plug (Molex) and check the red & black wires. Red is +5V DC. If it is in spec then check the ATX mobo power connector. Again the red wire is the +5v, black is ground. You need to make two readings - under load & no load. The mfg of the PS will tell you what the specs are for the PS no load. If it is 7v under load then the PS is bad.

Consider replacing the PS. If with the new PS the BIOS still says it's 7v I'd suspect the mobo. In any event keep the new PS. It never hurts to have a spare PS on hand.
