Overwatch flickers between 59 & 60 fps

I don't know what to do. When I don't switch on the V-Sync it goes to 100 fps, but when I do, it just flickers between 59 & 60, it's the first game to do that on my PC. (i7-4790k, GTX 970). Nvidia's control panel says that my monitor's refresh rate is set at 60hz.

Dont worry about it, thats normal some other games do that too, it dosent affeect the gameplay at all. You might want to keep vsync off though since it produces a bit of input lag

This concerns me as well because in game resolution settings only has 1920x1080 (59) as a choice, not 60.
So mine sits at 59 with the rare flicker to 60. Im worried since it isnt actually 60, is Vsync kicking in and bringing me to 30?
I try with vsync off, maybe its just me, but I can see the screen tear like night and day.
