P4 connector is unplugged

I went inside my PC TOWER to find a cord unplugged, it's labeld "P4". I don't know where to plug it in for my PC and when I power my PC up, it shows no signal on my TV (I plugged the HDMI cord into it for a monitor) and there is no beeping sound when I turn it on. I have no clue and no expirence of this kind of stuff and I'm trying to get this problem through because it is annoying me.. PLEASE HELP!!!

Okay, the connector labeled P4 is a molex connector, it can be used to power various devices, if it wasn't plugged into anything before, then it's probably an extra.

In this case there doesn't seem to be anything wrong with your hardware, as your system is posting, your problem is likely that your Windows installation is screwed up, this might have happened if power was cut while it was updating or performing an upgrade or downgrade operation. The BIOS can't find an operating system to boot to, so it simply goes into a loop. You can try to access Safe Mode, by pressing the F8 key repeatedly while it boots and waiting for a menu to come up. It will give you a number of options including Safe Mode and Restarting from the Last Known Good...
There is no picture, but the P4 connector is an additional power connector for the CPU that is connected to the motherboard, first introduced with the Pentium 4 processor way back when. Look for a four pin slot that matches the connector on the motherboard, it should be above and to the left of the CPU assuming you don't have an OEM system with an unusual motherboard layout.

Solution

It won't open safe mode, only options I have are F12 and Del



 
So it just keeps going into the loop even if you keep pressing F8 until a menu comes up. You can press F12 to bring up your Boot Menu and see what options it gives you. If you don't see an option for HDD aka hard drive, then double check the power and data cable connections to the hard drive to make sure they are secure. If it continues not seeing the hard drive after that, you might have a dead hard drive. If it does see a hard drive, and you select it, and it continues the reboot loop, then your Windows install has been corrupted, and you'll have to dig up the Windows DVD, or create a bootable USB stick with a Windows ISO on it and try to launch the recovery environment to repair Windows.
 

My boot options are

4th Boot Device [EFI Device]

4th Boot Device [Removable Device]

Dose that deal with anything?
 
Well your hard drive is working or at least being detected by the BIOS, the first option being where Windows should be installed. If your computer came with a Windows DVD or some sort of other recovery media, you're going to need to use that to try to repair Windows. Insert the DVD, go to your Boot Menu, select your DVD drive and it will boot. If you have a Windows DVD you should have the option to launch the Recovery Environment.
 

What if I don't have one.... I had this PC for 7 or 6 years now .-. I'm thinking on buying a laptop anywho but if I get this thing working then it makes things better

 
Well you have a couple of options. If this a prebuilt from Dell, HP, Acer, etc. you might be able to order a recovery DVD from them, or download the files to burn one yourself. You could also try the two EFI device options in the Boot Menu, if you're lucky one of them might be a recovery partition on your hard drive that will let you restore the computer to factory default. If not, then you're going to need to find a Windows image online and burn it to a DVD or create a bootable USB stick to either repair or reinstall Windows.

Will that work? I had it lying around I used it for my xbox360 but I can wipe that stored data off of it if I need to since I use xbox360
 
Depends on which version of Windows you're on. Here is the one for Windows 10, just download the media creation tool and put it on a DVD or USB, whichever is more convenient for you. There's one for Windows 7 or 8 as well if you need that, though for 7 they won't let you download without a product key, and tend not to accept keys printed on the side of OEM builds, telling you to contact the manufacturer of your computer to order recovery media from them.

How do I plug it in?

 
Okay, it's an internal drive, you'd need to get an enclosure to allow it to connect via USB. The internal drive theoretically would work, but unless you have another desktop to crack open and plug it into internally, you're going to have a hard time transferring the Windows data onto it. You sure you don't have a small USB stick lying around? 4GB is enough for a Windows ISO.
 

I just found out how to do it so now I have 1 drive witch is the main PC and that 250GB I showed you. If I don't have a thumb stick then I'll buy one or I'll see if my buddy still has his Windows 7 install disc, he keeps everything that came with the computer so he should have or or he should have a thumb stick.
