P4C800E Machine shuts down cant get into Bios

working on a new build using this motherboard 1g kingston memory ati 9800 pro card western digital raptors x2 430w power . Machine will not do anything power and fans come on starts to look for drive and such and then says something about cant find cmos and shuts down.
