Question p5ql pro + q9550 fail oc

First I would suggest you to lower the DRAM strap.
I really dont know the P5QL motherboard, but you could set it to 400MHz (from 800MHZ), that will give you headroom.
NOw you have to upp the Chipset voltage NorthBridge voltage would be limit at 1.25V-1.28V with slight cooling onto it (You have to check the temperature, otherwise you will burn down the motherboard).
ALso those motherboards are kinda not designed for high oc.
Pretty much on 775 overclock above 3.2Ghz-3.6Ghz people said that they did not feel any improvment in score/fps in that area.

I've managed pull up my Q6600 at 3.6GHz with 450FSB at 1066MHz memory.

Memory voltage can go up to 2.1V-2.2V
CPU voltage, since Q series are kinda sturdy about voltage, just watch your temps not to go above 75-80*C
As the core clock gets higher, the higher voltage would be required.

TL;DR
Set PCIE to 100MHz
CPU VOLTAGE 1.45V
For FSB Strap. IN CPUZ in memory tab where says FSB😀RAM it has to be 1:1.
Soo if you set FSB to 400MHz your FSB strap has to be 400MHz (kinda what overclockers aim for) or
333 fsb strap for 333MHZ FSB OC (You get it).

Timings 5-5-5-15 1T/2T (play with 1T or 2T)/6-6-6-18 1T/2T
(The timings goes like A+B+C=D , 5+5+5=15, soo it goes like that 5-5-5-15, last 15 can be +/-1)
FSB Termination voltage usually between 1.2V-1.4V (1.45V max for Q9550)
CPU PLL 1.55V-1.6V
NB-GTL has an impact on FSB stability, you can select any of the settings cause they do not impact on the voltages, if you do not boot or Bsod try them. They act kinda as Voltage drop,

RULE OF THUMB!
Reset all to default,
increase FSB until the PC does not post,
then add voltage to CPU, repeat,
if it boots, add fsb,
if not add notch to FSB Term and NB/RAM
Soo repeat the process.
In short if you get stuck if it does not give more FSB, add voltage until the limits that I've typed you up. Its specifically for your motherboard series and CPU.

If you hit FSB wall with all voltages maxed out, lower the multiplier and continue on with fsb.
You should in theory max out at 400MHz.

NOTE: ADD AIRFLOW ACROSS THE NORTH BRIDGE HEATSINK! MONITOR TEMPS!

For those informations

For system stability, I would recommend prime95 (ftp://mersenne.org/gimps/p95v266.zip) with 3-4H (8 recommended, small FFT).
