Packet Loss 0% But online gaming "Rubber Banding"

Ive played Counterstrike: Global Offensive for god knows how long. and for the majority of that time. ive had to put up with (What i know it as) Rubber Banding. where i take 3 steps forwars. and 2 steps back ward. almost teleporting. and someone i was playing with mentioned it might be packet loss? where data sent between my computer and the server, might be getting lost along the way, but on Pingtest,net i done numerous tests (once i got it working) and packet loss has been 0% every time. but then my ping jumps from 40. up to 200 and slowly drops back down. Is this an ISP issue, or Network PCI card fault.
I know that WIFI isnt exactly reliable for online gaming but i dont have a choice. and is there any seperate hardware i can buy to compensate for this issue, because its making the game unbearable to play with this drastic issue. PS ingame (Using Net_Graph 1) my ping seems stable enough in game. but the issue happens constantly. Ill be happy to post the results of the Ping Test if needs be.
 
My advice other than using wi-fi.

Would be to look into a set of power line adapters.
The price in recent months has dropped.

And running the system through the ring main of your house will give far better results of ping and latency timings, or jitter when gaming.

You can then wire a ethernet cable to your system from the adapter in the electrical wall socket.
Or create a wi-fi hot spot in the same room as your system is to get a better wi-fi signal for gaming if the current signal is weak from your router that is placed on another floor, or room of the house.

Giving you a better wi-fi signal.



 
Believe me guys. its not the fact its wifi not ethernet because the same thing happened to my laptop when i hardwired it into the router/modem. same issues. same unplayableness. what i have noticed is that when using Net_Graph 1 (to show my ping and other stats), when it acts up. my ping goes from 40. to 120+, then drops back down. but my ping on the leaderboard barely goes above 50...?
I done numerous PingTest.Net tests. and for some reason it doesnt seem to be able to calculate Packet loss. but just last night it could. and it was 0%.
Heres my test results. Pretty stable.

AND. last night. on some occasions. my ping would go from 35-40. up to 150, then settle back down again. could that be an issue on the ISP side. or router? or just my incompetency when it comes to networks.
 
And as for signal strength.. im no more than 10ft (3 meters) away from the router/modem... but im at a distance where it isnt short enough for my current ethernet cables to reach, but not so far away as to have to impliment a new hotspot from the router. i was looking into wireless boosters a while back due to bad signal strength on the other end of the house. but like i said. im no more than 10ft away from the router...

PS. I used command prompt, and put in Ping (IP OF MY ROUTER) -n 100 (to ping 100 times to test consistency). and although the majority of the pings were 2ms. alot were... lets just say. not up to spec? 200-450ms ping. but again. 0 packet loss.
