Well if that's the case you may have an exceptionally bad ping route from the terminal of your new ISP, assuming that's what you meant by "shifted" . You can check it with a tool called Ping Plotter. Use any URL to test, but it's best to use the closest, faster server to you. Best case scenario is usually one bend. If it zig zags back and forth a lot, it's a bad route.

That said, it also wouldn't hurt to talk to your new ISP provider and ask them if they can test your line and your modem. Did they issue the modem or did you buy a new one with the new service? It's always best to stick with the brand and models of modems your ISP recommends.
There are also some ISP speed testing sites that also test for packet loss. You can however just use Command Prompt to ping certain URLs yourself and it will report if there's any packet loss.
