Here's a better thought....

Find a large, broken lawn tractor.
That gives you the frame, for free.
The engine you have.

Mate everything in the drivetrain, build a lightweight body, change the gearing to achieve the speed you desire...

Then...NEXT YEAR....build tracks for it.
 
That is definitely your cheapest option. Most old small tractors will do 10-15mph so you could still have some fun. Any idea what model it is? Of it's actually old (not power steering) you could probably fix it either yourself or get parts for under $100
 
We activily use anything from 500 hp 12 wheeled tractors that new cost $450k to 1972 John Deere 4020s that we're $22k new. In our operation. The older stuff usually can be cobbled back together to play with for cheap. A full repair is tougher, but if it was built by at least '65 most dealers can still order parts
 


So start with that as the basis. Build a body and second person gunners station for it.
An actual tracked vehicle requires a gearbox that seems to be out of your realm and wallet.
