Question parents lost their son. can you recover data from a bitlocked laptop?

sad story. got a call from parents who lost their son. not sure of the exact back story, but it broke my heart when i saw it had W11 with BitLocker on it. i always thought it would be impossible to get around it, but i googled and found something called

BLR BitLocker Recovery Tool​

is this legit? i see it doesn't get around the lost password, but claims to be able to recover data. i'm hoping for an opinion before shelling out $100. if this is just crap software, can the parents contact Microsoft and see if they can get access to the kid's email to see if the code is in there? i'm sure they have the proper paperwork needed to confirm their story.

This depends 100% on how, exactly, it is inaccessible.

If it is the lack of BL password, you are out of luck.
If a $100 tool could circumvent that, BL wouldn't be much good, would it?
And we here absolutely cannot assist with circumventing passwords.
