Partial PSU Failure?

I ran 3dmark11 and looked at the scores. I noticed it had listed my Cpu being clocked at 2.8ghz and some change, and my Ram being clocked at 800mhz, so I rebooted my Pc to enter the Bios to look at settings(I just rebuild my system on Wednesday).

The Bios had everything listed correctly for speeds, so out of curiosity I entered the advanced settings and AI Tweaker. My system immediately shut down, died. When I pushed the power button my case light would light up and immediately died. After holding in the power button for about 5 seconds I got the system to spin up for a couple of seconds, then die. I rechecked all connections in the case, unplugged and reseated the motherboard power connectors and retried. Spin up, HDD spins up, then about 5 seconds later it all dies.

On a whim I turned off my power bar and moved the power cord from it's current plug on it, to a different one and retried my Pc. The case light came on, then the system beeped and finally booted into Windows just fine.

I've played games on the machine with no problems, and haven't noticed any other oddities so far. What gives? The only thing I can think of is a partial failure of my PSU, so I came here asking the question. System Specs are as follows:

i5 3570k
Asus P8z77-v LK
2 x 4gb's Crucial DDR 3 1600
HIS Radeon 6870
640gb WD Caviar Black
Thermaltake Frio cooler
OCZ Fatal1ty 750w PSU
DVD burner and 2x 120mm case fans mounted in a NZXT Guardian 921(blue)

The cooler does cover a ram slot, but the ram I have in is a low profile, 1.35v dual channel kit: http://www.newegg.com/Product/Product.aspx?Item=N82E16820148662

My temps are fine, about 28° C. on boot to 30° C. as of right now. 46° C. for my video card atm too. Just to check I'm going to run Prime95 for a while and double check my temps.

Before I RMA the board I'm going to rip my pc completely apart just to make sure I don't have an odd wire touching somewhere or something stupid.

I've never even heard of 1.35v ram, what made you choose that ram for your motherboard whose memory QVL list voltages vary between 1.5v and 1.65v?
 
Ivy Bridge Cpu's don't do well with anything higher than 1.5v ram(I think it actually voids the warranty). It's crucial branded and the 1.35w default allows me to overclock the ram if I so choose. It was also the cheapest ram at the time that had 9-9-9 24 timings at 1600mhz and a heat spreader.
 
Laptop memory uses So-Dimms. You can find reviews for 1.35v memory out online. Not this particular set, but that's fine. The Motherboard reads the memory right and supports the timings and voltage. It's not on the supported list by the manufacturer, but neither is 95% of the Ram out there. I bought two sets of it, and both are working fine. IF all else fails, I have a second 4gb set of Ram I can toss in(using the black slots) to double check. Unfortunately that set has a very tall heatspreader/heatpipe and won't allow me to use it in my blue slots with my heatsink/fan.
 
If 1.35v was a supported profile then I'm sure that Asus would have included it at least once in the QVL for your motherboard.
Perhaps you could message Asus and actually ask them about the ram?
You say that there is no problem with the ram and yet the PC does not work?
How about you try that other set of ram but you'd need to remove the 1.35 v ram.
What voltage and speed is the other ram?

If not the ram then we are back to that PSU!

I found a QVL list from Intel about the ram -

they only mention 1.5v and 1.6v for your motherboard.
 
I don't think it's any other hardware other than the motherboard. Trying other fixes just makes sense though. I don't want to have to sit on my new cpu and ram till the other motherboard gets here. I appreciate the suggestions though. If it was a ram or psu problem, I'd be seeing bsod's or other failures while in windows, and I don't see any issues. Only when accessing bios. I ran prime95 for 6 hours for a total temperature of 39° C. So heat isn't an issue, nor is stability in windows.
 
Some Bsod's occur due to incompatible drivers, programs and applications, and GAMES.
If you got any of those that are more suited to a previous OS, consider uninstalling them , at least one at a time.

Check for driver updates from the manufacturer website of each of the hardware.
If you use a netweork card add-in, it should be a current model and not the V90 56kbs type.
If you use a capture card, it should be a current version, older ones do not work properly on later Oses.

Adobe CS 4 does not work properly (if it all) on Windows 7, barely usable on Vista.

Perhaps you could list the programs & Features you do have installed? A capture image should be readable.
