Pausing computer!

Well, I have a new problem

Basically I have recently upgraded my motherboard & CPU & my new specs are as follows:

AOPEN AK-33 Mobo
AMD Duron 700mhz
Coolermaster fan
300Watt PSU
128Mb Ram
8.4 Gig UDMA66 hard disk
2.0 Gig UDMA 33 hard disk
Creative GeForce2MX
Creative Soundblaster Live Value
HP7500 CD-Writer
Motorola Voicesurfr external modem
Sony Multiscan 100sf monitor
Windows ME

Anyway, basically just occasionally the system halts for approximately 10secs before continuing as normal. If I happen to be playing a game any sound just loops for the 10 secs and I just have to wait. If I am typing, I can continue and the text will catch up when the system continues.

This is a complete mystery to me. I had this problem before the upgrade with my old K6 2-500 and my old motherboard. In fact it started when I had a K6 2-300 a long time ago and gradually I had replaced every component (graphics card, CPU, memory, hard drive, CDROM, etc) as I upgraded until I assumed it must be the motherboard as that was all that was left (except my 2nd hard drive - the 2gig one)
But as I have been typing this on my super upgraded PC it paused again!!!!

What is going on?

shot in the dark here...make sure dma is enabled. if dma is not enabled then those jerky freezes usually occur (not sure about them lasting for ten seconds but it's worth checking)
