Payday 2 wont scale to fullscreen!

So, I have a problem where Payday 2 won't scale to fullscreen when i set the game to a lower resolution. I've tried many solutions online and my video driver is completely up to date, i just want to play the game without haveing to use a high setting because it causes my to 'Lag'
Also at low resolutions there is only a black border between the game and my monitor frame

I'm using a Lenovo L520
with the Intel HD Graphics family driver (Intel HD Graphics 3000)
before i reloaded Win 7 i never had this problem.

I never played the game, but I assume you set full screen in your game options right

Check your video controls (the PC's not the game's) for a setting like scaling or overscan.

Thank you as well a nice trick to find the option is to lower your display setting in the control panel then look for the scale setting because with Interl it doesn't show up unless you screen is out of native resolution.
