Question Payments stopped on Instagram due to unusual account activity

Good day, I bought an ad on Instagram with the card, but it is still pending in the evaluation. When I entered Instagram notifications, I saw that I got the error "Payments on Instagram have been stopped due to unusual account activity", but the ad appears as pending. Why could this be caused? Is it something that happened because of Instagram or the card that I bought that ad was stolen etc. Could it be due to an issue like this?

I reported the problem to Instagram, but they did not respond, at least the card I entered was stolen, the card I entered was stolen and transactions were made with it, etc. Can you tell if it's because of something like this? @DSzymborski

There are literally zero people that can have the slightest idea outside of Instagram.
