Question PBO settings on ASRock Motherboards

Hi, so I have the Phantom Gaming 4 mobo with a Ryzen 7 3700X(EDIT: forgot to mention my CPU)and I had a question regarding the PBO settings. Currently it's set to "auto" not enabled. I'm confused by this, does this mean depending on the load, PBO will be enabled automatically? Or should I manually set it to "Enable"?

One more thing, currently if it's not enabled, I'll not enable it until I get a good cooler. I'm using the wraith prism cooler and I'm seeing peaks between 85-90°C and average of 75°C under full load. And the frequency hits to 4.05GHz(all cores simultaneously) at 1.41V.

The PBO automatically boosts your clock speed according to your power usage and application. Depends on the power headroom and thermal temperature. Auto means that the PBO works on the headroom and power draw. Can I get your CPU model? maybe full pc spec?
