Question PC attempts to boot for split second then cuts

Hello!

I have a PC fresh build that I put together today that I cannot get to boot. I read the common sticky thread but did not seem to find what I needed to succeed.

Build is:
i5-9600k
MSI z390 gaming edge ac
Nvidia RTX 2070 super
16gb ram Tforce (tried booting with no/one stick in)
enermax AIO cooler
Seasonic Pulse GM-650 PSU

The mobo has an EZdebug, when I press the power button all the RGB turns on for a split second as well as the white light over the CPU EZdebug. The manual has not been helpful.

All of the RGB fans light up and spin including the PSU fan, just for the split second.

Please let me know if you are familiar with this issue!

UPDATE: after systematically unplugging things I am able to get the computer to stay on if the 8 pin CPU power is not plugged in. There does not appear to be thermal paste shorting anything. Using only one or the other half of the 8 pin CPU power did not solve the issue.

Of course the EZ debug CPU Led stays lit as there is no PCU power, but the motherboard and fans are all running when I press power with the CPU unplugged from power.

My mobo does have a 12 pin power option but the CPU is only an i5-9600k so I was under the impression that 8 pins would supply plenty of power
 
Even when removing the CPU entirely it will not spin up unless the CPU power is unplugged. Everything is brand new, does this mean the motherboard or the PSU is faulty?
