Question PC behaving odd after 3070 Ti installation

Recently I installed an Evga 3070 Ti FTW3, and it runs superb, but there's one issue that's been plaguing my pc ever since I installed it. For the first 10-20 minutes I use my pc after periods of inactivity, it runs obnoxiously slow. Not just games, my browsers, discord, steam, everything runs slowly and has slow response time. After that initial 10-20 minutes though, it's absolutely fine, and runs beautifully. Any idea what the cause is?

Update: I ran LatencyMon, to see what it would pick up. It seems to have found something wrong, however I don't know what. Here's the output:

Are you still having the issues? Then to be sure its not driver related I would try reinstalling via that link.
I'm still having issues, yes. Also, another bit of info that may be helpful- I tried playing Mordhau just a bit ago, and for 10-15 minutes it ran great. Silky smooth, the best I've ever seen it perform- 30-50% gpu usage and about 5/8 gb of gpu memory usage. Suddenly, framerate tanks, all animations freeze, and the cloth physics go nuts- cloth textures with physics are stretched out across the screen in an unsightly rectangular strand- as gpu usage spikes to near 100%.

This can be a driver issue or issue with the GPU as far as I know.

well, that's what I was thinking too, but I updated the drivers and it didn't help. I also got the bluescreen error "DPC Watchdog Violation" this morning when trying to wake up my pc. It finally woke up now, but when I tried to restart it a bit ago I encountered that bluescreen.
