Question PC ''boot error''

When i boot my pc, cpu and case fans will turn on, led lights would turn on. Mouse and keyboard will not light up.
Monitor gets no signal, only option is to shutdown pc.

Sometimes, it boots, i can see mobo logo on screen and keyboard/mouse light up, then it will shutdown and it will repeat that until i pull the socket.

There is 1% chance pc will boot normally and it will work like nothing ever happened, for that reason i kept my pc on for several months. I Did stress test for few hours with no issues.

Sometimes it boots to bios with the error message ''boot error'' When pc is working i can see error messages regarding ''secure boot failed to update''

To fix this, i removed GPU and connected hdmi to motherboard and i installed a new SSD with fresh windows, no success. I did try ram sticks individually with no change in outcome

so what is broken ?

Include everything in your build (as well as mobo BIOS version)

Perhaps try installing the GPU again. Occasionally secure boot can cause issues if there is a GPU installed.
 
Could be umpteen different things.

Since you cannot even get into the BIOS, I'd start swapping out components one at a time. This of course is difficult/impossible if you don't have a donor computer with compatible parts.

Try new RAM, a different GPU, another PSU.

I'd recommend removing the CPU and checking for signs of bent contacts in the socket. Take care when removing and fitting the CPU not to drop it by mistake. You could make things worse. You'll need to replace the thermal compound.

Sometimes removing all the RAM and switching on makes the computer respond when it fails to find any memory. I use this trick when an overclock has gone wrong and resetting the BIOS has no effect.

You might have a dead or dying motherboard. It may have suffered ESD damage during handling and assembly if proper anti-static handling procedures were not followed. ESD faults are insidious and don't appear sometimes for several years.

Is your CPU cooler's fan plugged into the correct header on the mobo? If the BIOS detects a "failed" fan, it will shut down.

If you do get back into the BIOS, disable XMP and try installing Windows/Linux with Secure Boot switched off (and perhaps TPM off too). It's one more thing to go wrong when fault finding. You can always enable Secure Boot/TPM when you've solved the problem.

RM850e psu (warranty left:6 years
ram 2x8gb generic hyenix 3200mhz
b550m aorus elite (which has about 1,5 years left of warranty

Gpu is an rtx 3060 but it's not connected and problems still exist, changed the original ssd with a new one,

Biols has the latest update, but it might been reset, because i removed mobo battery and drained the pc from energy, and used some reset settings in bios so i cant know for sure
