Question PC Boot/Shutdown issues (fans spin, no display)

Hello,

recently (after 3 years of PC purchase) I started to face some problems when PC is booting or shutting down (sometimes it freezes while working/playing games). The problem is that sometimes when turning on, fans spin continuously, blank screen is visible and nothing else happens. Sometimes the problem repeats when turning PC off - fans just keep spinning and nothing is turning off (I have to manually turn it off via power-off button). And lastly, it sometimes happens while just working - PC freezes and I can't do anything (screen is visible).

System Information:
Processor: AMD Ryzen 5 3600​
BIOS Version: 3.40 (2024/1/19)​
Motherboard: ASRock B550M-HDV​
RAM: 2x16 GB​

What I have tried so far:
  • reinstalled windows;
  • reseated all cables (within components like SSD), RAM, GPU;
  • changed CMOS Battery;
  • checked for beep codes or motherboard's LED's lights (nothing was heard, nor visible);
  • updated BIOS to the newest (stable) version.
What I believe I should also try:
  • test/replace PSU/CPU/GPU;
  • change RAM (or test with single stick);
  • boot without storage drives (at least with one);

The worst part is that this problem occurs only sometimes, so for testing purposes I can't just unplug my storage drive (where operating system is installed), boot my PC successfully and state that problem was solved. Well I could remove each storage device or RAM one by one, keep restarting PC 100 times and after that state success, but this is ridiculous.

My question would be if there is anything better I could do to solve this problem? Maybe there are automated solutions or some programs that would be able to capture the problem I am facing?

include the age of the PSU apart from it's make and model.

updated BIOS to the newest (stable) version.
You should flash to the latest version but did you clear the CMOS after verifying the BIOS was flashed successfully?
