Question PC booting but no video output

Greetings everyone,

Some backstory, I ended up getting stationed in Korea for a year and left my custom built desktop in a climate controlled storage unit for a year. After getting to my new station, I received my desktop PC and went to install a GTX 1070 so that I could update everything prior to getting my 3070 from my home. Well, the PC didn't produce any video output and I didn't do much until I got my 3070. I plugged my 3070 in, and the PC is still doing not giving me any video output. Prior to leaving the US, I had built this PC and was using it for a year, though I did have to flash the bios to get the CPU to work with the motherboard.

Here is my troubleshooting that I did.
1. Pulled motherboard battery out and let it sit for ten minutes.
2. Disconnected and Reconnected all motherboard cables to ensure everything was seated properly.
3. Used two different GPU's, same issue persists.
4. Swapped monitor from PC to laptop, laptop and monitor works together with the HDMI cable.
5. Swapped ram slots and ram

Here is my questions:
1. Would the Bios flash revert with the PC getting no power for a year
2. Should I get a new battery for the motherboard
3. What could be causing the no video output when I had video output a year and some change prior.
4. Will I need to re-flash the BIOS

PC Specs:
CPU: AMD Ryzen 9 3900X
Motherboard: Gigabyte X570 Gaming X (PN: 12BB1-EX57GMX-00AR)
RAM: G-Skill RIPJAWS DDR4-3200 16Gx2 / VENGEANCE LPX DDR4 3200 (8Gx2)
GPU: ASUS RTX 3070 OC Edition w/ 8 GB memory
PSU: Rosewell 750 gig (silver or gold)

Rosewill is the brand of the unit while 750W is the advertised wattage for the unit. Likewise, gold/silver is the advertised 80+ efficiency of the unit. What is the model of the unit and it's age?

RAM: G-Skill RIPJAWS DDR4-3200 16Gx2 / VENGEANCE LPX DDR4 3200 (8Gx2)
If you're working with 2 sets of rams on the build at once, please remove either kit, with two sticks of ram on slots A2 and B2.

You might want to source(borrow, not buy) a reliably built PSU from a friend or neighbor and see if that helps.

With regards to the BIOS;

The power supply model is CAPSTONE-750, unfortunately, I don't know the exact age of it. I do know that I've had it for ten years though.

I only have one set of RAM in at the moment, and it is the 8 gig set.

I'll definitely look into the bios flash as you said.

Edit: Also just realized that I had my RAM in A1, B1 instead of A2, B2

Edit 2: Just want to make sure, I am looking at the BIOS updates on Gigabyte's website and was wondering if I should just flash it to the most recent, or get the F-36 update first, then update to F-38F
