Question PC bootloop

I recently installed a pcie network card and ever since, my pc has been bootlooping on startup. The only way I got past it was by turning off my psu and turning it back on and the pc then boots like normal. However, after shutting down and turning on the pc again, the problem persists.

I have tried swapping the cmos battery but I hasn’t worked. Any fixes? (I would prefer not unplugging my whole rig to unplug the psu and jump the motherboard because it’s a tedious process)

Cpu: i7-4790
Mobo: GA-H97-D3H (rev. 1.1)
Gpu: RX 470
WiFi: Fenvi FV101 w/ AzureWave BCM94352HMB
Psu: 400W stock

Try to disable onboard NIC. They might be fighting for resources.
